You mentioned that you usually do away with things like elves, giants, and pulp heroes that have Adventure Costs. What do you do instead? Do you simply rule those character concepts out or do you have an alternate system for these things?
Is it the Adventure Cost itself that you have a problem with or the ability to boost Attributes or have powers?

I usually rule them out for several reasons...
1. I don't think its necessary for elves to have an adventure cost or have stats above 13 anyway.
2. If someone wanted to be a giant (which they never do) I would just let them have a higher max STR than 13 with their 66 attribute points.
3. A lot of the superpowers are OVERPOWERED. Usually those are the ones that have adventure costs. I prefer the setback/stymie drawback method to just paying in possibilities.
Mostly it feels like Torg characters are out-of-the-gate badasses...and that the adventure cost folks are just turning the amp up to 11 which isn't necessary.

for the game that i hope to run at he beginning of next year im getting my pc's to start thinking about what they want to play now. this is being done so that i can balance all of my players goodies without throwing an adventure cost at them. for example the mysteryman will choose his power and i will use this as a way to guage what things i can give the other players. the cyber-papacy priest will be easy, he'll start with miracles, net running and cyber-ware. the mad max wanna be i will leave out of this as hes from a home brew cosm. lastly the core-earther will be picking up some cool kadandran tech - specifically a self aware smart gun. kadandra in my game is tech 27 and has departed from the cannon somewhat (infact most of my realms have, there are just too many cool ideas kicking around on the torg groups not to use!). hope my ideas offer some thoughts.#
