Since switching to R&E, I've started using a point blank rule: A combatant when targeted with a ranged weapon in point blank range can use his melee or unarmed skill in place of his dodge to defend actively or passively.

Sounds reasonable.
One of the things, though, that I try to avoid in my Torg combats is rules. By that I mean that I try to keep things as simple as possible in order to keep things as fast as possible. To that end, I try to avoid exceptions and circumstance-specific rules (outside of simple modifiers and on-the-fly rulings). Thus, it seems easiest to me to stick with Dodge as the "not getting shot" stat. In fact, it probably makes MORE sense in close combat, as no one really "dodges" bullets from 30 yards away. The duck, hide behind things, and hope the shooter misses.
Also, doesn't that rule encourage weirdness like trained swordsmen running TOWARD guns, rather than taking cover, as makes sense? (I guess it IS Torg, after all, so maybe this isn't so hard to believe.)
